The Illinois State Board of Education mandates 100 observation hours for the ESL and Bilingual endorsements. All observation hours must be in an ESL or Bilingual classroom setting.
100 HOUR WAIVER
Educators who are currently teaching full-time in the area for which they are seeking endorsement (bilingual or ESL) and have been doing so for at least 3 months can request to have the full 100 clinical hours waived. Students who are not currently teaching full-time in the area for which they are seeking endorsement, but have done so for at least 3 months within the last five years, can request to have up to 50 clinical hours waived.
In order to have hours waived, students must submit 2 letters to the College of Education at fieldexperiences@roosevelt.edu.
If the waiver is approved, the College of Education licensure officer will provide a waiver approval to the educator.
PLACEMENT
Students who need to complete clinical hours for the ESL or Bilingual endorsement must submit an Observation Request Form to fieldexperiences@roosevelt.edu. The Observation Request Form is attached below, and is required of all students in need of clinical hours.
If you plan to complete your observation hours at your place of employment (your school), you will acknowledge this plan on the form. If a placement outside of your workplace is needed, the College of Education will secure a placement for you based on the information provided on the Request Form.

EVIDENCE OF COMPLETION
To complete the process of entitlement for an ESL or bilingual endorsement, please submit a Verification of Hours Form(s) after the completion of 100 hours. The Verification of Hours Form is attached below. Students must submit these forms to fieldexperiences@roosevelt.edu.
