The emphasis of the Instructional Technology Leadership course will be on application of leadership principles. Students will move beyond application of knowledge of instructional design integrating theory with technology in individual lessons to a systemic approach involving the review and design or redesign of curricula and units of instruction to solve instructional problems. Topics to be investigated will include, but are not limited to: 1) change theory, 2) adult learning theory, 3) leadership issues including, but not limited to standards-based instruction, policy, team-building and collaboration, appropriate and inappropriate uses of technology, personnel issues and budget, and the design, development and maintenance of technology-based management systems.

To demonstrate mastery, students will attach a final copy of various projects throughout the semester.

Your IMMEDIATE challenge as an instructional technology leader is learner achievement. As an instructional technology leader, you believe that effectively integrating technology can affect learner achievement. But can you articulate why you believe this? On what do you base this opinion?

Your task, therefore, is to formulate your vision to your stakeholder group (i.e, the superintendent, the School Board, the CEO, the supervisory board, etc.) that addresses how and, more importantly WHY, technology will improve leaner achievement. Why should a school/business invest time and money into technology???? How do you persuade the powers that be that investing in technology is important? What do you say based on the professional literature?

Your proposal should be well-written and FULLY supported by research. You must address the following in your vision:

1. Research: What does the research say about technology and learning? For example, are there identified learning/affective benefits in using technology? Is technology better suited to different content areas than others? Is there enough valid for you to build a compelling case for using technology in your classroom, building, district, or place of employment? Explain. (50 points)
   
   
2. Standards-Based Learning: In what way(s), if any, will technology enhance standards-based teaching and learning? Consider issues raised in your research presented, either explicitly or implied, as well as anecdotal evidence and common sense issues to build your case for or against using technology to enhance a standards-based learning environment. (25 points)
   
   
3. An ANNOTATED Bibliography. You need to include a minimum of seven (7) references. Include a detailed list of research cited in your proposed vision.  (25 points)

Your vision should be limited to no more than two pages of text (not including the bibliography). In the resource section, you must list the research conclusions that support your proposal along with citation (you may choose to include the abstract along with each reference). Include an annotated bibliography of citations in the appendix, using APA style documentation.

Your proposal should be a well-articulated vision of change with a primary focus on engaged learning and empowered teaching. Remember as you are writing that active participation in the change process by all stakeholders including (as applicable) learners, teachers, parents, administrators, supervisors, CEOs, and others from the community is critical to the adoption of your vision.

Technology Vision and Planning

The purpose of this project is to provide you with an opportunity to apply the principles of leadership and change. In general, this project requires you to choose the technologies that would help your organization establish and support a standards-based learning environment and then use principles learned in class to articulate a plan for adopting and sustaining your identified technology or technologies.

The application of leadership principles will be accomplished through a series of case studies. Selected case studies can be chosen to satisfy the portfolio requirements detailed here and on your course syllabus. Details will be provided in class.
