The IDEA (1997) provides parents and schools with legal guidelines so that they can work together to provide children with a FAPE. The IDEA also provides dispute resolution provisions so that parents and caregivers are able to resolve disputes with school officials. The IDEA’s dispute resolution provisions are intended to assist parents and schools in resolving differences regarding the identification, evaluation, and placement of students with disabilities. Each state has specific laws, regulations, and timelines which adhere to the IDEA’s dispute resolution procedures.
AZ- Arizona's Professional Teacher Standards
Standard 5: The teacher collaborates with colleagues, parents, the community and other agencies to design, implement, and support learning programs that develop students' abilities to meet Arizona's academic standards and transition from school to work or post-secondary educationThe performance assessment shall measure the extent to which the teacher:
Assessed performance 4: Demonstrates productive leadership and team membership skills that facilitate the development of mutually beneficial goals
Standard 8: The teacher demonstrates current professional knowledge sufficient to effectively design and plan instruction, implement and manage instruction, create and maintain an appropriate learning environment, and assess student learningThe professional knowledge assessment shall measure the extent to which the teacher has knowledge of:

Least Restrictive Environment

In addressing the Arizona Professional Teacher standard 5,7,& 8,the least restrictive environment (LRE) is the right of every student in every school district in America to have free appropriate educaion. The Individuals with Disabilities Act (IDEA) guarantees that each school district will provide a continuum of services to meet the needs of all students with special needs.  In addition, IDEA mandates that students will be evaluated for services and placed in the LRE based upon a team decision that includes the input of parents or caregivers.  This placement will be monitored according to the student’s goals and legal rights by teachers and professionals who have the educational preparation, experience, and philosophy to support the social, emotional, and academic growth of each student.

Assessed performance 5: Collaborates with colleagues to achieve school and district goals
Standard 7: The teacher has general academic knowledge as demonstrated by the attainment of a bachelor's degree. The teacher also has specific academic knowledge in his or her subject area or areas sufficient to develop student knowledge and performance to meet Arizona's academic standardsThe subject knowledge assessment shall measure the extent to which the teacher has knowledge of:
Assessed performance 1: Skills and concepts related to the subject area
Required knowledge a: At the elementary level, the teacher demonstrates knowledge of language arts and reading, math, science, social studies, and fine arts.
Required knowledge b: At the secondary level, the teacher demonstrates knowledge of the subject area or areas he or she is being certified to teach.
Standard 8: The teacher demonstrates current professional knowledge sufficient to effectively design and plan instruction, implement and manage instruction, create and maintain an appropriate learning environment, and assess student learningThe professional knowledge assessment shall measure the extent to which the teacher has knowledge of:
Assessed performance 1: A variety of methods for teaching language arts and reading, math, science, social studies, and fine arts at the elementary level or a variety of methods for teaching reading and the subject area or areas in which the teacher is seeking certification at the secondary level
Assessed performance 6: Influences of individual development, experiences, talents, prior learning, language, culture, gender, family, and community on student learning
Assessed performance 11: Services and resources to meet the needs of exceptional children and how to access the services and resources
Assessed performance 13: Laws and ethics related to student, parent, and teacher rights and responsibilities
