The Education for Employment program at Hayfield Secondary exceeds the local benchmark standards in the following ways:
1. Hayfield's EFE program is the only Education for Employment program in Fairfax County Public Schools and the entire state of Virginia which offers the National Retail Federation's Sales Certification to students. In 2007-2008, only one student attempted the credentialing and was not successful; however last year, three out of five students passed this difficult credentialing.
2. Out of the ten EFE programs in FCPS, Hayfield Secondary School's EFE program has been ranked third for their student credentialing pass rates over the past three years as compared to the other programs. This is the only EFE program in FCPS which has offered credentialing opportunities consistently to students over the three year data trend given for analysis.
3. In the Hayfield EFE program 100% of the students have achieved competency attainment each of the past five years, since the current instructor took over the program.
4. In all the years of Hayfield's EFE program, a student has never competed in the FCCLA District Star Events Competition. This 2009-2010 school year, three EFE students competed in the Job Interview event and all three students received a gold medal. According to the CTSO guidelines, only two students in the same event may advance to State Competition on April 16-18, 2010 in Virginia Beach; plans are currently being made for this to become a reality.
Upon reviewing the Certification Data in Artifacts 70 and 77, three main components are evident. As the Education for Employment instructor at Hayfield Secondary, my philosophy is to give all EFE students the opportunity to be credentialed in one of three offerings: OSHA CareerSafe, National Retail Federation's Customer Service Certification, and National Retail Federation's Sales. Certification levels are based on the previous CTE classes taken. Many of the same students are shared in the CTE department and could have obtained OSHA through Auto Technology or Cosmetology in earlier years; hence they would move on to Customer Service and then Sales respectively. The county will only pay for one credentialing opportunity during the year, so most EFE 1 students start with OSHA's Career Safe or Customer Service. As one can observe from the data chart (Artifact 70), during the three year trend more students are taking Customer Service and less are doing OSHA CareerSafe. Only one student participated in the first year that the sales certification was offered in 2007-08 and was not successful; however the participants increased to 5 last year with a 60% pass rate. Hayfield Secondary School is the only school in FCPS and the state of Virginia who have Education for Employment students attempt the Sales Certification. Due to the difficulty of the test, a 60% pass rate is very good.
As for the latest statistics in Customer Service Certification for 2008-2009, Virginia's pass rate was 67.24% and Fairfax county exceeded the state rate with a 73.91% pass rate. Unfortunately the Education for Employment students only had a 50% pass rate which showed significant improvement over last years results; however a strategy plan for improvement of industry certifications has been developed and is being implemented. The greatest success has been the OSHA CareerSafe credentialing as the online format is appealing with the peer-to-peer training approach, the interactive lessons, and the ability for students to repeat the module assessments three times for success. Education for Employment's success in 2006-2007 started with a 77% base line percentage and has steadily increased during the 3 year data collection to a 93% pass rate.
