Standard 13: For candidates who have completed licensure via portfolio or a state-approved initial licensure teacher preparation program, and are seeking an additional license or endorsement, the unit must:
(1) have a documented process for evaluating a candidate's prior clinical experiences and teaching experiences including:
(a) experience aligned to the scope and content of the license or endorsement sought;
(b) experience with students who differ in race, ethnicity, home language, and socioeconomic status; and
(c) experience with students with a range of exceptionalities, including students on an individualized education plan;
When a person who is already licensed seeks an additional licensure or endorsement recommendation from the UED, the candidate is asked to provide a description with evidence of these three types of experiences. The Director of Field Experiences in consultation with the faculty program coordinator for the license area evaluates the evidence provided by the person regarding their prior clinical experiences and teaching experiences to ensure that these experiences have been:
If the person’s prior experiences don’t meet each of these criteria, their minimum 80 hour practicum must include the missing experiential opportunities to meet PELSB program requirements for an endorsement or additional license.
While not many of these cases have occurred since UED’s last site visit for unit approval in 2018, there have been some and the most common examples of these cases involve licensed elementary teachers seeking the Pre-Primary endorsement UED offers with PELSB approval, as well as the “additional” K-12 ESL and K-12 SPED-ABS licensure programs that PELSB has approved. Over the years, some teachers with Elementary K-6 licensed teachers with middle-grades 5-8 endorsements earned elsewhere have sought grades 5-12 licensure in a content area through Metro State as well.
