4.8.3

An institution that offers distance or correspondence education documents each of the following: has a written procedure distributed at the time of registration or enrollment that notifies students of any projected additional student charges associated with verification of student identity.

Compliance Status

Louisiana State University and A&M College is in compliance with this principle.

Narrative

Printed and Web-based descriptions for Louisiana State University and A&M College (LSU) distance and correspondence programs identify for prospective and current students all tuition, fees, and projected additional charges associated with a particular course or program, including any additional charges associated with the verification of student identity, such as charges for proctored testing.

The following information documents compliance with this principle:

LSU Online Tuition and Fees

Identity verification services and exam proctoring for LSU Online programs are provided by ProctorU.  Students can expect to pay a one-time cost of $10 for the initial verification and then from $8.75 to $40.00 for each proctored exam thereafter.  Exact charges will vary depending on the length and number of proctored exams per course.  Specifics on the number and length of proctored exams in a course are available in the course syllabus [1].

LSU Online Distance Learning Tuition and Fees

Students are responsible for fees charged by ProctorU for exam proctoring services [2].  All exams must be taken through ProctorU [3].  Currently, ProctorU charges LSU Online Distance Learning students $31.25 per exam session.

LSU Independent & Distance Learning Exam Proctors

Courses have two or three proctored exams. If the student is unable to take his or her exams at LSU IDL offices, the student must identify a proctor to administer the exams locally and submit information about the proctor to LSU IDL for approval. Students are provided with forms in their course guide packets and also may download the form through the Website.

Students are responsible for any fees charged by the exam administrator for proctoring their exams [4].

The following policy statement documents compliance with this principle:

PS 42: Course Fees Policies

PURPOSE

To provide as much consistency as practicable with respect to the establishment, assessment, and collection of course fees throughout the campus.

GENERAL POLICY

No course fee of less than $50 per student will be levied, except for field service fees to cover the cost of necessary student travel and services connected with such travel.

Course fees over $50 per student may be levied for costs unique to the course for which the fee is charged; for materials resulting in an artifact which becomes the property of the student; or for materials not obtainable through retail outlets in the University area. All such costs, if less than $50 per student, will be met from departmental support allocations.

This policy shall not be applicable to course deposits that are refundable in whole or in part.

Faculty members as individuals may not sell instruction materials directly to students.

APPLICATIONS

Moneys collected as course fees may be expended only for those purposes for which the fee was levied. Any remainder at the end of the fiscal year will revert to the general fund.

Each department will develop for approval by the Chancellor and the President a consolidated proposal of fees for the departmental courses. Each fee will be authorized for five years, after which it will be reviewed and rejustified. Income accounts for each department will be established by the Bursar's office. Course fees will be assessed by departments using the procedure and forms developed by the Bursar's office, and will be collected by the Bursar. No moneys will be collected by departments [5].
