The UED makes this information about state requirements for licensing available to teacher candidates to access through the University website, the online UTP Student Handbook or receive from program staff during the Student Teaching Seminar.
Student Advising and Student Teaching Seminar
These requirements are also discussed with candidates in the Urban Teaching Seminar (EDU 311) course, during Progress Check #1 with their advisor, in the Advanced Urban Teaching Seminar (EDU 450) course, during Progress Check #2 with their advisor, and during Student Teaching Seminars. Because we want all of our candidates to earn Tier 3 licensure, we don’t promote Tier 2 licensure requirements to all candidates but inform those potential candidates with bachelor’s degrees on a case by case basis. If they are enrolled in coursework and show promise for succeeding as teacher of record while they complete required coursework or they have successfully completed all coursework and student teaching but haven’t yet passed MTLE content and pedagogy exams, then their faculty advisor and/or the UED Director of Field Experiences/Licensure Officer discuss Tier 2 licensure possibilities.
A teacher candidate who meets all the requirements for a Tier 3 license is recommended for licensure to the PELSB by the UED Licensing Officer. When students successfully complete an approved teaching program and apply for a Minnesota teaching license, the Licensing Officer verifies program completion by filling out the Checklist to Program Completion and Licensure Form (Exhibit 18.3.1) and signs the candidate’s application for the appropriate license.
