The following paper looks at the issue of English only instruction, comparing and contrasting both sides of the argument while proposing a common ground solution. The following Arizona Teacher and Administrator Standards are addressed:

AZ- Arizona's Professional Teacher Standards
Standard 8: The teacher demonstrates current professional knowledge sufficient to effectively design and plan instruction, implement and manage instruction, create and maintain an appropriate learning environment, and assess student learning by creating an individual English education plan for each student of limited English proficiency. This ensures that the school operates within the larger community context (Performance Indicator 12) of diverse language needs in accordance with aspects, laws, and ethics of the educational system (Performance Indicator 13).


AZ- Arizona Professional Administrative Standards
Standard 5: The administrator advocates and supports curricular and instructional programs which promote the success of students as each English Learner is provided with an individual English education plan using various learning strategies/styles based upon research findings (Performance Indicator 10) while aligning with curriculum which anticipates trends and implications (Performance Indicators 3 and 5). This will allow students to become productive citizens of our nation (Performance Indicator 11).

US National Standards

The ongoing debates over English Language Instruction are forcing changes throughout education. An effective administrator will work to develop personalized and motivating curriculum and classroom environments to enhance and improve ELL students' learning (ISLLC Standard 2; Function C). This will impact many decision at the local site, district, and state level (ISLLC Standard 6; Function B).
AZ- Arizona Professional Administrative Standards
Standard 5: The administrator advocates and supports curricular and instructional programs which promote the success of students. The performance assessment shall measure the extent to which the administrator:
Performance Indicator 3: Plans curriculum which anticipates occupational trends and their educational implications;
Performance Indicator 5: Demonstrates a knowledge of alignment and sequence of curriculum which promotes student achievement;
Performance Indicator 10: Demonstrates knowledge of research findings on the use of a variety of instructional strategies that include multicultural sensitivity and various learning styles;
Performance Indicator 11: Implements programs to help students develop as caring and informed citizens; and
AZ- Arizona's Professional Teacher Standards

USA- ISLLC Educational Leadership Policy Standards 2008
Standard: Standard 2: An education leader promotes the success of every student by advocating, nurturing and sustaining a school culture and instructional program conducive to student learning and staff professional growth.
Function: C. Create a personalized and motivating learning environment for students
Standard: Standard 6: An education leader promotes the success of every student by understanding, responding to, and influencing the political, social, economic, legal, and cultural context.
Function: B. Act to influence local, district, state, and national decisions affecting student learning

Standard 4: The teacher assesses learning and communicates results to students, parents and other professionals with respect to students' abilities to meet Arizona's academic standards.
